UK packaging EPR in 2026: the 25 tonne test and data reports
This packaging-only checklist covers who is obligated, the 25 tonne and £1 million test, small versus large producer reports, and how to build a GOV.UK reporting file.

Short answer: UK packaging EPR starts with a size test, not with a scheme brand. For 2026 packaging data, GOV.UK asks whether a UK-established business, subsidiary or group performed a listed packaging activity, supplied or imported more than 25 tonnes of relevant UK packaging in 2025, and had worldwide annual turnover of at least £1 million. After that, small and large producers file different reports. Electrical equipment and batteries are out of scope here; they belong in the UK EPR registration guide. Obligated-producer test.
Who counts as a UK packaging producer under the 25 tonne and £1 million test
GOV.UK does not start from "the seller of the product". It starts from UK establishment, a specified packaging activity, packaging weight and worldwide turnover. Activities include supplying packaged goods under your own brand, importing packaged goods, packing, supplying unfilled packaging, reusable packaging and certain marketplace operations. A seller to the end user must include that packaging in the threshold calculation unless it already counted under another activity. An overseas brand and its UK importer should map the invoice chain before either files. Check whether you must comply.
Establishment is a legal test with examples, not a vibe. GOV.UK includes a registered office, head office or principal place of business, and also a UK branch, warehouse, or even a UK postal or returns address. Write the footprint down. Then make a one-page record: legal entity, UK establishment, activity, previous-year UK packaging weight, worldwide turnover, and the evidence for each answer. Ownership of the product and the packaging activity can differ.
Use the government's exact "more than" and "from" wording. Rounding 24.9 tonnes up, or treating £1 million as optional, is how teams invent a false exemption.
Small versus large producers, and what they must report
The 25 tonne and £1 million test answers whether you are an obligated packaging producer. The next split changes the calendar. Above 50 tonnes and £2 million turnover, a large producer must register annually, report packaging data every six months, meet recycling-note obligations and pay applicable household waste disposal fees. A small producer in the 25-50 tonne band with at least £1 million turnover, or above 50 tonnes with £1-2 million turnover, registers and reports annually. Small and large producer table.
That is why this article exists beside the three-stream registration guide. The other page decides whether packaging, WEEE and batteries each have a producer. This page decides how often packaging data is submitted and what the file must contain once packaging is in.
Keep the size-band evidence with the same entity that will hold the GOV.UK account. If a producer responsibility organisation or agent prepares the upload, record who submitted it and for which legal entity. Packaging EPR guidance collection.
How people usually build the data, and why the file rejects it
A fulfilment spreadsheet with "cardboard" and "plastic" columns is not a reporting file. The current GOV.UK specification uses AL aluminium, FC fibre-based composite, GL glass, PC paper/card, PL plastic, ST steel, WD wood and OT other. It also asks for packaging type and class. For certain household or public-bin plastic records, large producers must distinguish rigid and flexible plastic. Create your reporting file.
| Component | Evidence that usually holds up | Decision the file still needs |
|---|---|---|
| Product carton | Supplier specification and a weighed sample | Paper/card or fibre-based composite? |
| Protective insert | Bill of materials | Plastic, paper or another code? |
| Shipping box | Fulfilment specification | Shipment packaging class and empty weight |
| Drink container | Component weights | Does a drink-container class apply? |
Household collection is a different instruction set. England's simpler recycling rules cover paper/card, glass, metal and specified plastics from March 2026; plastic film and bags have a later March 2027 start. Scotland, Wales and Northern Ireland keep their own collection arrangements. Use local collection guidance for disposal copy on a website. Use the EPR specification for the producer upload. England household recycling.
How to prepare the UK packaging registration and data report
Confirm the obligated entity and size band first. Then open the official UK packaging EPR service. smbf.me can organise order-level packaging weights; it does not operate the GOV.UK service and it is not PackUK.
- Identify the UK-established legal entity and the packaging activity it actually performed.
- Run the GOV.UK 25 tonne and £1 million test, then place the producer in the small or large band.
- Build a component inventory with material, empty weight, type, class and UK units.
- Create the reporting file from the current GOV.UK specification, including rigid versus flexible plastic where a large producer must.
- Reconcile kilograms to sales or imports and keep the submitted file, method and receipt for that entity and period.
Recheck the government pages when a new reporting period starts. Last year's workbook can be the wrong specification.
Checklist before you upload the packaging file
Answer these in writing. A missing activity code will not be cured by a tidy kilogram total.
- Which UK-established entity performed the packaging activity?
- Did 2025 relevant packaging exceed 25 tonnes, and was worldwide turnover at least £1 million?
- Is the producer small or large on the current GOV.UK table?
- Does every component have a defensible material, empty weight, type and class?
- Do large-producer plastic rows that need it split rigid and flexible?
- Do report totals match sales or imports for the same period?
Mistakes that break a UK packaging return
Teams treat the 25 tonne line as a complete exemption and delete the working. If you are out, keep the tonnes, the turnover extract and the activity note. If volume grows mid-year, you need that file to see when the test flips.
Others file as a small producer while sitting above 50 tonnes and £2 million, then miss the six-month data reports. The large-producer calendar is not optional once the table places you there.
A third pattern is using bin colours as material codes, or copying an EU PPWR packing list into the UK upload. The UK file has its own eight material codes plus type and class. PPWR has applied generally in the EU since 12 August 2026; it is not the UK packaging reporting specification. PPWR, Regulation (EU) 2025/40.
Common questions about UK packaging EPR data
If we are under 25 tonnes, is there no UK packaging file to keep? The GOV.UK obligated-producer test uses more than 25 tonnes of relevant UK packaging and worldwide turnover of at least £1 million, together with a listed activity and UK establishment. If you are outside that test, keep the calculation and the evidence. Recheck it when turnover or packaging weight moves. Obligated-producer test.
Does a small packaging producer skip annual reporting? No. A small producer that meets the GOV.UK table still registers and reports annually. Large producers register annually and report packaging data every six months, with extra recycling-note and household-waste fee duties. The government's "more than" and "from" wording controls the edge cases. Small and large producer table.
Can we reuse household collection labels as EPR material codes? No. Producer reporting uses the GOV.UK file codes (AL, FC, GL, PC, PL, ST, WD, OT) plus packaging type and class. England's simpler recycling rules for household bins are a different instruction set. A council's doorstep list does not complete a producer upload. Reporting file specification.
Does this article also cover UK WEEE and batteries? No. This page is packaging only: thresholds, small versus large producers, and the data file. Electrical equipment and batteries use other GOV.UK producer routes and different tonnage tests. Use the UK EPR registration guide for those streams.
If you still need to decide whether any EPR stream applies, use the applicability test. EU Member State packaging routes sit in the 27-country EPR overview; they do not complete a UK packaging file.
