Ireland packaging EPR in 2026: major-producer tests and Repak returns

Irish rules apply to producers broadly, while major-producer duties under the packaging regulations add approved-body membership when both the 10-tonne and €1 million tests are met.

Short answer: Irish packaging regulations apply to producers generally, with additional approved-body duties for a major producer meeting both the packaging-volume and turnover tests. Repak is the approved packaging scheme. Ireland national guidance

Two tests, both required for major-producer duties

The major-producer test has two conditions: more than 10 tonnes of packaging in a calendar year and turnover above €1 million. Meeting both triggers approved-body membership obligations.

Preserve the calculation for each condition. Other producer duties can still apply when the major-producer test is not met. Do not describe the 10-tonne figure as a general exemption from every packaging duty. Ireland packaging source

Repak separates supplied and received packaging

Repak's statistical return distinguishes packaging supplied from packaging received and records paper/card, plastics, metals, glass, wood and composites. Build component weights before mapping to those lines. Ireland material guidance

Count only quantities first placed in Ireland. Keep Irish totals separate from UK quantities on cross-border programmes.

Producer identity and PPWR representation

Trace the legal seller, importer and first placer on the invoice chain. Check the PPWR cross-border representative route independently of the national major-producer test.

PPWR has applied generally since 12 August 2026, but it does not issue one EU producer number. Ireland national rules

How to complete the Ireland route

  1. Document producer role per sales route.
  2. Run major-producer tonnage and turnover calculations for the calendar year.
  3. Join Repak or document the approved route if both tests are met.
  4. Map materials on supplied versus received lines.
  5. File on Repak's calendar and reconcile to Irish sales and imports.

Checklist before you file in Ireland

  1. Major-producer worksheet stored with source data for tonnes and turnover.
  2. Repak membership or alternative evidence matches the entity placing packaging.
  3. Supplied and received packaging not netted without form guidance.
  4. Irish SKUs isolated from Northern Ireland or GB fulfilment flows.
  5. PPWR representative question answered separately from Repak membership.

Mistakes that break a Ireland return

Calling sub-10-tonne sellers exempt from all packaging law. Pasting a UK producer registration into Irish compliance files.

Common questions about Ireland packaging EPR

Is Ireland's 10-tonne test an exemption for all producers? No. It is one of two tests for additional major-producer duties; the turnover test also applies. General packaging obligations and cross-border PPWR questions require separate checks. Recheck the live Ireland form before you treat this as filed. Ireland national guidance

Does every Ireland material sit on one declaration line? No. The families listed here are paper and cardboard, plastics, aluminium, steel, glass, wood, composites and other materials. The current register or scheme form may split plastics, composites, functions or customer streams further. Use that form, not a household bin colour, as the fee or reporting code. Ireland material guidance

Does a Ireland scheme contract replace registration? A contract can cover defined collection and recovery work. The producer still has to complete any separate Ireland registration and data-reporting step and keep those records aligned. Ireland national guidance

Can one EU filing cover Ireland? No. Keep a Ireland file for packaging first placed there, with its own responsible party, material ledger and evidence. A number issued in another Member State does not prove Ireland compliance. PPWR

For the authority, law and the live country checks, use the Ireland country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
