Greece packaging EPR in 2026: EMPA number and approved systems
Greece registers packaging producers in EOAN's EMPA portal. The number identifies the producer; approved-system contracts and quantity reports prove operational compliance.

Short answer: Greece uses EOAN's National Producers Register, EMPA. A packaging producer obtains an EMPA number and normally has a contract with an approved collective packaging system or an approved individual route. Greece national guidance
EMPA identifies the producer, not every tonne
The EMPA number ties the Greek producer identity to packaging placed on the market. Approved-system agreements and quantity reports show how collection and recovery are financed.
Keep EMPA registration, system contract, quantity report and payment evidence in one compliance folder but as separate documents. EOAN's current format and the scheme contract determine the filing cycle. Do not infer a universal deadline from the register name alone. Greece packaging source
Reusable packaging has its own material reporting
Greek law lists material families for reusable packaging. Returns and reuse must not be silently counted as new one-way units when you report through EMPA.
Document pool movements separately from first placement of single-use packs. Greece national rules
Materials on the annual reusable return
National guidance covers plastics, wood, ferrous metals, aluminium, glass and paper and cardboard. The live form may split plastics, composites, functions or customer streams further. Greece material guidance
Weigh packaging components. Count only quantities first placed in Greece.
Non-established producers should document the Greek authorised representative and confirm the submission cycle with EOAN or the contracted system.
Cross-border shortcuts
Distributor system memberships pasted into EMPA without producer tracing. Foreign producer numbers treated as Greek compliance.
PPWR has applied generally since 12 August 2026, but it does not replace EMPA registration.
How to complete the Greece route
- Fix producer identity per route.
- Obtain and maintain the EMPA number.
- Sign with an approved collective or individual system.
- Map materials, splitting reusable reporting where required.
- File and pay on the applicable cycle; reconcile kilograms to Greek sales.
Checklist before you file in Greece
- EMPA number active for the legal entity placing packaging.
- Approved-system contract covers materials and volumes declared.
- Reusable pool data separated from single-use placement.
- Authorised representative mandate on file if required.
- Payment evidence stored with quantity reports for the same period.
Mistakes that break a Greece return
Using the EMPA number alone as proof of system coverage. Counting returnable glass as newly placed single-use glass each trip.
Common questions about Greece packaging EPR
What does the Greek EMPA number prove? It identifies the producer in EOAN's national register. Keep the approved-system agreement and quantity reports as separate evidence of the operational EPR route. Recheck the live Greece form before you treat this as filed. Greece national guidance
Does every Greece material sit on one declaration line? No. The families listed here are plastics, wood, ferrous metals, aluminium, glass and paper and cardboard. The current register or scheme form may split plastics, composites, functions or customer streams further. Use that form, not a household bin colour, as the fee or reporting code. Greece material guidance
Does a Greece scheme contract replace registration? A contract can cover defined collection and recovery work. The producer still has to complete any separate Greece registration and data-reporting step and keep those records aligned. Greece national guidance
Can one EU filing cover Greece? No. Keep a Greece file for packaging first placed there, with its own responsible party, material ledger and evidence. A number issued in another Member State does not prove Greece compliance. PPWR
For the authority, law and the live country checks, use the Greece country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
