Czechia packaging EPR in 2026: Ministry list, EKO-KOM and packaging function
The Czech Packaging Act places duties on whoever puts packaging or packaged products on the market. EKO-KOM handles much of the collective route, but Ministry-list evidence and function splits still belong to the producer.

Short answer: The Czech Packaging Act assigns take-back, recovery and record-keeping to the person placing packaging or packaged products on the market, often through an EKO-KOM agreement. The Ministry's list of persons placing packaging on the market runs in parallel with that operational contract. Czechia national guidance
EKO-KOM separates material and packaging function
EKO-KOM's return separates materials and packaging functions, including sales, grouped and transport packaging. Match reporting categories to the signed contract, not to a generic material guess.
A company considering a statutory exemption must test both relevant conditions, not a weight figure in isolation. Czechia packaging source
Producer identity on the invoice chain
Marketplace listings and warehouse addresses do not settle Czech producer status. Document legal seller, importer, pack filler and who first makes packaging available in Czechia, then compare to the national definition. Czechia national rules
Cross-border direct sales and certain single-use plastic packaging need a separate representative assessment under Czech rules and PPWR.
Building the kilogram ledger
National guidance covers glass, paper and cardboard, plastics, metals, wood, composites and other materials. EKO-KOM's 2026 return separates packaging by material and by sales, grouped and transport function. Czechia material guidance
Weigh each component on the bill of materials. Count only quantities first placed in Czechia.
Records sellers treat as optional
An EKO-KOM contract does not delete the obligation to keep traceable material data or to assess Ministry-list requirements. Scheme membership numbers copied from distributors skip the producer test the Czech form expects.
PPWR has applied generally since 12 August 2026, but it does not issue one EU producer number.
How to complete the Czechia route
- Name the placer of packaging per route.
- Align Ministry-list status with EKO-KOM or exemption analysis.
- Tag each component with material and packaging function.
- File on the live calendar and reconcile kilograms.
- Archive list evidence, contract and returns separately.
Checklist before you file in Czechia
- Producer traced from invoices, not from shop domains.
- EKO-KOM contract scope matches SKUs placed in Czechia.
- Sales, grouped and transport packaging split where required.
- Exemption claim supported by both statutory conditions if used.
- Representative route checked for distance sales and SUP packaging.
Mistakes that break a Czechia return
Assuming EKO-KOM membership replaces Ministry-list duties. Reporting transport packaging as sales packaging because the material is cardboard.
Common questions about Czechia packaging EPR
Does an EKO-KOM contract eliminate the Czech records? No. The contract defines collective fulfilment, while the responsible business still needs defensible material and quantity records and must assess the Ministry-list route. Recheck the live Czechia form before you treat this as filed. Czechia national guidance
Does every Czechia material sit on one declaration line? No. The families listed here are glass, paper and cardboard, plastics, metals, wood, composites and other materials. The current register or scheme form may split plastics, composites, functions or customer streams further. Use that form, not a household bin colour, as the fee or reporting code. Czechia material guidance
Does a Czechia scheme contract replace registration? A contract can cover defined collection and recovery work. The producer still has to complete any separate Czechia registration and data-reporting step and keep those records aligned. Czechia national guidance
Can one EU filing cover Czechia? No. Keep a Czechia file for packaging first placed there, with its own responsible party, material ledger and evidence. A number issued in another Member State does not prove Czechia compliance. PPWR
For the authority, law and the live country checks, use the Czechia country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
