Bulgaria packaging EPR in 2026: NISO register and the product-fee fork
Bulgaria runs producer registration through NISO while the Waste Management Act sets collective or individual recovery routes. The product-fee path is a separate fork when coverage is missing.

Short answer: Bulgaria ties producer registration in NISO to recovery coverage under the Waste Management Act. When no qualifying collective or individual route covers the packaging, the product-fee procedure can apply on a different calendar from a recovery-organisation report. Bulgaria national guidance
NISO registration before the activity starts
The packaging ordinance provides an electronic public-register route through NISO. The ordinance specifies electronic application before the relevant activity starts. Treat the register entry as the identity anchor, not as proof that every tonne is financed through a recovery contract.
Verify the responsible entity and any representative route before entering data. A foreign webshop, its Bulgarian importer and a marketplace operator need not share the same role on the invoice chain. Bulgaria national rules
Recovery contract versus product fee
A recovery-organisation contract and the national product-fee route have different consequences. The product fee can apply when no qualifying collective or individual route covers the packaging.
Keep register proof, scheme coverage and material quantities as separate evidence. If the fee route applies, monthly declarations follow a different procedure from the recovery-organisation report. Set up both calendars only after you confirm the compliance path. Bulgaria packaging source
Material families on the ordinance and the live form
National material guidance covers paper and cardboard, plastics, glass, metals, wood, composites and other materials. The live form may subdivide plastics, composites, packaging functions or customer streams. Bulgaria material guidance
Build a bill of materials per SKU: sales pack, insert, label, shipping carton, film, pallet and service packaging. Weigh packaging, not product weight. Count only quantities first placed in Bulgaria. The applicable scheme determines the return format. Bulgaria material source
Where cross-border sellers slip
Copying a distributor's membership number into NISO skips the producer test the form uses. Sellers also assume one recovery invoice settles both registration and fee exposure.
Read PPWR registration and representative rules alongside this national route. PPWR has applied generally since 12 August 2026, but it does not issue one EU producer number. Confirm establishment, direct-to-end-user sales and who is registered before you sign a mandate.
How to complete the Bulgaria route
- Name the legal seller, importer and first placer for each Bulgaria sales route.
- Complete NISO registration with the producer identity that matches the chain.
- Map components to the material families on the current form.
- Align recovery-contract or individual-route evidence, or document the product-fee path if it applies.
- Reconcile kilograms to Bulgarian sales, imports and returns; store register, contract and report files separately.
Checklist before you file in Bulgaria
- NISO application submitted before placing packaging on the market.
- Producer role documented from invoices, not from marketplace listings.
- Recovery coverage or fee route chosen explicitly for each material stream.
- Monthly fee calendar set only if the fee route applies.
- Kilograms reconcilable to the reporting period and legal entity on the register.
Mistakes that break a Bulgaria return
Using a scheme invoice as registration proof while the product-fee route still applies to uncovered tonnes. Pasting another Member State's producer number into a Bulgaria portal.
Common questions about Bulgaria packaging EPR
When does the Bulgarian product fee become relevant? Check it when packaging is not covered by a qualifying recovery-organisation contract or a permitted individual route. The fee declaration and a collective-system report are different procedures. Recheck the live Bulgaria form before you treat this as filed. Bulgaria national guidance
Does every Bulgaria material sit on one declaration line? No. The families listed here are paper and cardboard, plastics, glass, metals, wood, composites and other materials. The current register or scheme form may split plastics, composites, functions or customer streams further. Use that form, not a household bin colour, as the fee or reporting code. Bulgaria material guidance
Does a Bulgaria scheme contract replace registration? A contract can cover defined collection and recovery work. The producer still has to complete any separate Bulgaria registration and data-reporting step and keep those records aligned. Bulgaria national guidance
Can one EU filing cover Bulgaria? No. Keep a Bulgaria file for packaging first placed there, with its own responsible party, material ledger and evidence. A number issued in another Member State does not prove Bulgaria compliance. PPWR
For the authority, law and the live country checks, use the Bulgaria country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
