LUCID registration in 2026: what a packaging producer must do

Identify the packaging producer, register that entity in LUCID, then connect system participation and volume reports.

Short answer: The company that is the packaging producer for the German transaction registers in LUCID, the packaging register run by the Central Agency Packaging Register (ZSVR). If that packaging is subject to system participation, the same company also signs with a system operator and reports matching volumes to the operator and to LUCID. Registration alone does not finish those duties, and LUCID does not cover electronics or batteries. ZSVR registration route; three connected steps.

Who first makes packaging available in Germany?

Start with the producer, not the login screen. From 12 August 2026 the EU Packaging and Packaging Waste Regulation (PPWR) changed how packaging responsibility is allocated. ZSVR asks businesses to check their supply-chain role and to update an existing LUCID record where the new definition changes the details. A marketplace seller, an importer and a fulfilment provider should write down who first makes the relevant packaging or packaged goods available in Germany before anyone opens another account. An invoice or a shipping label does not settle that test on its own. Use the ZSVR producer guidance for the current role.

For a business established abroad that sells packaged goods or empty packaging directly to German end users and has no German branch, ZSVR's current registration guide says an authorised representative is required to complete the registration. Check the supply route and the written mandate before filing. That is especially relevant if the company registered under an older role description. ZSVR registration guide.

LUCID is a packaging file. A cordless appliance in a carton still needs a packaging producer decision for the carton. The device and any battery are different German streams and are not created by this registration.

Why LUCID, the system contract and the volume report are three records

ZSVR treats registration, system participation and data reporting as connected steps, not as one click. The LUCID number identifies the producer. The operator agreement finances packaging that is subject to system participation. The kilogram file has to match on both sides for the same legal entity and period. ZSVR system-participation overview.

Do not confuse a packaging type with a material. Registration first distinguishes packaging subject to system participation from packaging outside that category. The participation decision depends on where packaging of the same type typically becomes waste. A shipping carton to a household, a reusable transport item and a deposit beverage container can need different treatment. ZSVR's system participation catalogue is the classification aid, not the yellow bag.

When you later report volumes, the LUCID material rows used for system-participation data are glass, paper and card, ferrous metal, aluminium, beverage carton, other composite, plastic and other. Household collection (glass container, waste paper, yellow bin or bag) explains where waste goes. It is not a substitute for those rows. ZSVR data-reporting guideline.

Dual-system numbers pasted into marketplace forms

Teams often copy a distributor's dual-system number into a marketplace form and call the job done. That skips the producer test. It also treats an operator invoice as proof that this legal entity is in LUCID. ZSVR says legally independent affiliated companies can each need a registration, while a lost login for an existing entity should be recovered rather than replaced. ZSVR registration FAQs.

Treating LUCID as a general German EPR number is the next shortcut. Marketplaces that ask for packaging registration are not asking you to file electronics or batteries in the same portal. Those streams stay with stiftung ear.

An adviser can prepare the facts. The producer remains responsible for its own LUCID registration. ZSVR distinguishes an employee who handles the producer account from an EPR authorised representative. The representative can take over other EPR tasks under its mandate. It does not become the registering producer. ZSVR representative guidance.

How to register in LUCID

Work from a short internal worksheet, then the LUCID portal. smbf.me can hold order and packaging data. It is not the register and it cannot issue a LUCID number.

  1. Name the legal entity that first makes the packaging or packaged goods available in Germany for each sales route.
  2. Prepare master data, brands and packaging types, then create or recover the producer login in the LUCID portal.
  3. Complete the application in the stated portal window and keep the administrative act with the number that starts DE and has 13 following digits.
  4. Conclude a system-operator agreement for packaging subject to system participation; a LUCID number is not that agreement.
  5. Report matching kilograms on the LUCID material rows to the operator and to LUCID, or use the under-10-tonnes year-end route if it still applies.

Have the legal entity's address, contact and tax or identification details ready. ZSVR says those details should match the system-participation agreement and any marketplace verification. Prepare the brand names visible on the packaging; if there is no brand, follow ZSVR's company-name instruction. Record packaging categories before you tick them in the portal. ZSVR registration fields.

The activation link is valid for 24 hours. After activation, ZSVR gives seven days to complete the application. Fill in the master data, select the packaging types, enter the brands and make the required declarations. The agency then sends an administrative act and the registration number. Keep the PDF with the signed-off worksheet. ZSVR portal instructions.

Check the public producer register for the company and expected brands. ZSVR says the public list updates once a day, so an immediate marketplace verification failure is not proof that the application failed. Use the administrative act and the dashboard as the immediate evidence, then look at the public entry after the daily update. ZSVR registration FAQs.

The current ZSVR reporting page describes a simplified LUCID reporting route for producers that first made available less than 10 tonnes of packaging subject to system participation in Germany in the preceding calendar year. It permits a bundled year-end report by 1 June of the following year. It does not remove registration or system participation. Confirm eligibility against the latest ZSVR instructions before using it. ZSVR data reporting.

Checklist before you treat LUCID as done

Follow the five LUCID steps above. A later operator invoice does not cure a wrong producer identity.

Confirm the public register entry lists every brand on the pack (after the daily update), operator kilograms match LUCID material rows for the same entity and period, and you kept the administrative act separate from the dual-system contract.

Mistakes that break a LUCID file

Teams treat a dual-system invoice as the registration. Then they cannot show who first made the pack available, or they cannot match the operator kilograms to LUCID for the same period. Keep the producer-role note, the administrative act, the operator agreement and the material totals together.

Cross-border sellers also paste a number from another Member State into a German marketplace field. The PPWR has applied generally since 12 August 2026, but it does not issue one EU producer number. A French IDU or an Italian CONAI code does not prove LUCID registration. Recover an existing German account before you open a duplicate.

Filing electronics weights as packaging, or skipping brands that appear on the pack, breaks marketplace checks. Those checks read the public LUCID entry. If the brand is missing there, the packaging file is incomplete even if the DE number exists.

Common questions about LUCID registration

Does one LUCID number cover every company in a group? Not necessarily. ZSVR treats legally independent group entities separately when each is a packaging producer. Check the legal entity behind each German sales route and recover an existing account before you create another. A second login for the same producer is a duplicate, not a shortcut. ZSVR registration FAQs.

Does LUCID registration pay the recycling fee? No. Registration in LUCID is free. Packaging subject to system participation also needs a contract with a system operator, and the recycling cost sits with that agreement. Keep the LUCID PDF and the operator contract as two files. ZSVR system-participation overview.

Can a German representative register the foreign producer in LUCID? The representative details may be required in the foreign producer's LUCID registration, but the producer retains the registration duty. ZSVR separates an employee who uses the producer account from an EPR authorised representative. The mandate does not turn the representative into the registering producer. ZSVR representative guidance.

Does a LUCID number register electronics or batteries? No. LUCID is the German packaging register. Electrical equipment and batteries use stiftung ear, with separate applications. A DE number with 13 following digits does not authorise an unregistered appliance or battery. ZSVR registration route.

For the country-level packaging route, use the Germany country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
