How to register for EPR in Sweden in 2026

One Swedish e-service hosts three producer tests. Packaging, WEEE and batteries do not share a representative rule or a registration.

Short answer: Sweden does not treat a packaged electronic device with a battery as one EPR registration. Check packaging, electrical equipment and batteries separately, then use Naturvårdsverket's producer-responsibility e-service for each stream that applies. The producer test and the representative rule differ between those streams. For packaging, the producer definition changed on 12 August 2026 under the EU Packaging and Packaging Waste Regulation (PPWR). One login is not one clearance. Agency e-service.

Why the same Swedish portal still needs three yes/no decisions

A cordless speaker can be a cardboard box, an electronic device and an integrated battery. Those are three waste streams with three legal tests. Naturvårdsverket administers producer information through one e-service. A packaging registration does not clear WEEE. A WEEE registration does not clear the cell. Record a separate yes or no, responsible entity, representative route, organisation and certificate for each stream. That is the whole point of the Swedish file: the portal is shared, the obligations are not. E-service overview.

Packaging has a 2026 split that the other two streams do not copy. Naturvårdsverket says the earlier Swedish producer definition applies to packaging supplied from 1 January through 11 August 2026. The EU definition applies from 12 August through 31 December. A business can be responsible under one definition and not the other, or pick up different packaging after the change. A single annual total without the company and the date is not a 2026 record. Agency explanation of the 2026 transition.

One packaging contract treated as full clearance

Teams obtain a packaging organisation contract, assume the agency already has the company, and reuse that mandate for electronics and batteries. The agency says an obligated packaging producer must use or provide an approved producer-responsibility organisation and register its responsibility with Naturvårdsverket. The organisation may register as a service. The producer still has to confirm that the registration was made and keep the certificate. Current guidance lists Näringslivets Producentansvar i Sverige AB and TMResponsibility AB as approved packaging organisations. Confirm the live list before you contract. A packaging organisation does not cover batteries. Naturvårdsverket packaging producer guidance.

People also store one "Sweden AR" flag for the whole company. Packaging, WEEE and batteries do not share that flag. Write the representative answer beside each stream before you contract.

How to complete the Swedish route

Use the e-service as the filing desk. Keep packaging, WEEE and batteries as three applications even when they sit in the same account. Agency e-service.

  1. Decide separately whether the packaging, the electrical equipment and the battery first supplied in Sweden trigger producer responsibility.
  2. For packaging, split 2026 at 12 August and record which definition makes your entity the producer in each period.
  3. Check the representative rule for that stream: packaging under PPWR Article 45(3), WEEE distance sales, and batteries from another Member State or a third country are not the same test.
  4. Arrange an approved packaging producer-responsibility organisation where required, then register in Naturvårdsverket's producer-responsibility e-service and obtain the certificate.
  5. Complete the WEEE and battery registrations in the same e-service if those streams apply, with the authorised battery organisation or individual authorisation named for batteries.
  6. Keep component weights, period dates, mandates and the registration certificate so the 31 March 2027 packaging report can be checked against the organisation's figures.

For packaging, the agency says a producer established in another EU Member State that first supplies packaging or packaged goods directly to a Swedish end user must appoint an authorised representative established in Sweden under PPWR Article 45(3), from 12 August 2026. The appointment needs written authority. The representative registers and reports on the producer's behalf, often through an organisation. For a producer established outside the EU, Naturvårdsverket says the PPWR itself does not impose that same appointment. Section 7 of the current Swedish Packaging Producer Responsibility Ordinance says a producer not established in Sweden may appoint a Sweden-established representative by written power of attorney. That group can use the route. The cited law does not make it obligatory for them as of this review. The company still carries its producer obligations if it does not appoint one. A proposal to extend the requirement is not yet a rule. PPWR representative guidance; Ordinance 2022:1274.

Electrical equipment is a different appointment. Naturvårdsverket says a producer must register independently of joining a collective collection scheme. A seller established in another EU Member State that sells equipment directly at a distance to Swedish users must appoint a Sweden-established producer representative. Current Swedish guidance says a third-country distance seller may register directly or appoint a representative. Household or other EEE follows the product's normal use, not only the buyer's identity. WEEE producer guidance.

Batteries follow the EU Battery Regulation and Swedish supplementary rules that have applied to producer responsibility since August 2025. Naturvårdsverket says a producer selling batteries directly to Swedish end users from another Member State or a third country needs a Sweden-established authorised representative. That includes batteries incorporated in equipment. The producer must have an authorised battery organisation or individual authorisation and complete the battery registration. The agency lists authorised organisations by the battery categories they cover. Battery producer guidance.

Checklist before you file in Sweden

Run the six steps above stream by stream. A packaging certificate does not stand in for the battery organisation.

Before the 31 March 2027 packaging deadline, match dated order lines to the pre- and post-12-August split, pull the e-service certificate in the producer's name, and reconcile kilograms to the organisation's workbook for the same period.

The agency says 2026 packaging data is due by 31 March 2027. Many producers report through their organisation. Accurate data remains the producer's job. Compare the workbook with the organisation's figures for the same period before submission. 2026 reporting explanation.

Mistakes that break a Swedish filing

A packaging contract is treated as the national register. Ask the e-service for the certificate in the producer's name. If the organisation registered as a service, check that the legal entity, dates and packaging types match the 2026 split.

One mandate reused across streams fails the same way. The same foreign company can need a packaging representative under Article 45(3), a WEEE representative for EU distance sales, and a battery representative even from a third country, or none of those. Write the answer next to packaging, next to equipment and next to batteries.

Dropping the August cut loses the 2026 record. A pack first supplied on 10 August can sit under a different producer definition from the same pack supplied on 15 August. Without those dates the March 2027 file cannot be defended.

Common questions about Sweden EPR registration

Is there a minimum packaging quantity before Swedish producer responsibility starts? Naturvårdsverket says packaging producer responsibility applies regardless of the amount first supplied on the Swedish market. A fee rule below a quantity threshold is not a registration exemption. Confirm producer status, the approved organisation and the e-service registration on their own. Agency guidance.

Does a marketplace become the packaging producer for every seller? No blanket rule follows from using a platform. The agency's guidance distinguishes a marketplace intermediary from the seller's own producer role. Map the legal transaction and the first supply in Sweden, including the 12 August 2026 change of definition, before you assign the filing party. Packaging guidance.

Can I file one packaging report for the whole of 2026? An entity that is a producer under both the earlier Swedish definition and the PPWR definition may report the full year. An entity covered for only one period must identify that period. 2026 packaging data is due by 31 March 2027. Dated order lines are the only way to rebuild that split. 2026 reporting guidance.

Do I need one Swedish authorised representative for every stream? No. Packaging, WEEE and batteries answer that question differently: an EU-established packaging producer first supplying directly to Swedish end users needs a Sweden-established representative under PPWR Article 45(3) from 12 August 2026, while battery distance sellers from another Member State or a third country need a representative. Put the answer beside each stream, not as a country-wide flag. Battery guidance.

For material categories and the responsible authority, use the Sweden country page. The 27-country EPR overview shows how to keep one product ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
