How to register for EPR in Spain in 2026

Spanish packaging registration turns on the RPP category. Electronics and batteries use different industrial registers.

Short answer: A company that first makes packaged products available in Spain may need to register in the packaging section of the Registro de Productores de Producto (RPP), name an approved producer-responsibility system for each packaging category, and report packaging each year. Electrical equipment and batteries have separate entries in the Integrated Industrial Register. Spain's environment ministry (MITECO) says the EU Packaging and Packaging Waste Regulation (PPWR) changed the packaging producer test from 12 August 2026. Start with the producer for each stream, then with household, commercial or industrial packaging. MITECO RPP guidance.

Why the Spanish RPP asks for household, commercial or industrial first

The RPP does not treat "packaging" as one box. It asks for the category: household, commercial or industrial. It also asks whether the pack is single-use or reusable and which individual or collective system covers each category. Commercial and industrial packaging have sat inside this producer-responsibility route since the end of 2024. A scheme authorised for household packs is not automatically authorised for commercial or industrial packs. MITECO wants a membership certificate for the collective scheme named in the registration; a contract alone is not the document its guidance requests. MITECO RPP instructions.

Material is a different field. Record the main container, cap, label, sleeve, protective insert and transport packaging, each with weight. Annex IV of Royal Decree 1055/2022 includes closures, handles, dosing parts, seals, filling material and similar elements in the annual quantities. An SKU stored as "one plastic pack" cannot support that return when the lid, label and transit box differ. Royal Decree 1055/2022, Annex IV.

Household collection colours help explain where waste goes. They are not the RPP category. MITECO describes green for glass, yellow for plastic packaging, cans and beverage cartons, and blue for paper and cardboard. Compostable packaging meeting the cited standard may use the brown biowaste route. Put those colours in the artwork file if you need them. Put household / commercial / industrial in the register file. MITECO household collection guide.

Yellow-bin icons and the 15-tonne shortcut

Sellers copy a yellow-bin icon or a distributor's scheme invoice and call the RPP finished. The register still wants the producer identity, the category split and a certificate that names those categories. The 15-tonne figure in Article 16 is the usual shortcut for "we are too small." It only changes the annual information format. It does not cancel registration.

The 2026 producer change catches late filers. MITECO says the PPWR producer definition takes precedence from 12 August 2026. A company responsible under both the Royal Decree and the PPWR reports the whole year. A company responsible under only one definition reports the relevant part of the year. Save the contract or order date with the entity and route used for each Spanish sale. A sale to a Spanish importer and a direct shipment to a Spanish final user can assign the producer role differently. MITECO, section 4: 2026 producer changes.

How to complete the Spanish route

Treat RPP, scheme, authorised representative, RII-AEE and RII-PyA as separate records even when one organisation files two of them. Royal Decree 1055/2022.

  1. Name the legal entity that first makes each stream available in Spain for that sales route, and record the date against the 2026 producer definitions.
  2. Classify packaging as household, commercial or industrial, then list each component's material, weight and reusable status.
  3. Obtain a scheme membership certificate for each packaging category you will name in the RPP, and a Spain-established authorised representative if the foreign-seller rule applies.
  4. File the packaging section of the RPP and keep the ENV/ registration number for commercial documents.
  5. Complete RII-AEE and RII-PyA where the equipment or battery producer test applies, including batteries sealed inside a product.
  6. Build the 2026 packaging quantities with period dates so the March 2027 RPP window can be reconciled to each scheme.

MITECO says an operator established abroad that first markets packaged goods directly to Spanish end users must designate an authorised representative in Spain. If that operator has a Spanish subsidiary, the ministry describes a different filing route through the subsidiary's representative credentials. Keep seller, importer, final recipient and Spanish establishment in the decision record. Prepare the legal entity's name, address, tax identification, activity code, representative details if applicable, packaging categories and the system covering each category. The electronic RPP procedure assigns an ENV/year/nine-digit number when the signed application is submitted. The decree says that number must appear on invoices and other commercial documentation through the relevant distribution chain. MITECO authorised representative guidance; Royal Decree, Article 15.

The Industry Ministry says an equipment producer must appear in RII-AEE. A producer of batteries incorporated in that equipment must also appear in RII-PyA. The sealed cell does not drop out of battery producer responsibility. An overseas company that directly supplies electrical equipment into Spain needs a Spain-established authorised representative under the ministry's guidance. The equipment register receives electronic information about equipment placed on the market each quarter. For batteries, the producer remains responsible for complete registration data even when a collective system sends it. Industry Ministry WEEE questions; battery register questions.

Checklist before you file in Spain

Use the six steps above before you open the RPP. A later ENV/ number does not repair a category filed under the wrong scheme.

For the March 2027 window, reconcile scheme certificates to the categories on the application, keep sale dates that straddle 12 August 2026, and store the ENV/ number where invoices and commercial documents require it.

MITECO says the RPP window for 2026 packaging data runs from 2 January to 31 March 2027. Reconcile that return against the quantities given to each scheme. A mismatch between the two records hides which materials and categories have actually been financed. MITECO annual reporting instructions.

Mistakes that break a Spanish filing

Teams treat a scheme invoice as the RPP. MITECO allows another entity to act through a power recorded in Spain's electronic register of powers. A service arrangement by itself does not prove that this authority exists or that the filing names the correct legal entity, categories and schemes. Keep the signed mandate, membership certificate, application receipt and ENV/ number together.

The yellow container is the other mix-up. It is a household collection route for some light packaging, not a commercial or industrial category and not a material code for Annex IV. Glass and paper have different household routes. Industrial film on a pallet does not become household packaging because the retail box is yellow.

Dates get lost in the 2026 split. If the producer changes on 12 August, a single annual total without the company and the sale date cannot be rebuilt in March 2027.

Common questions about Spain EPR registration

Is 15 tonnes a packaging EPR exemption in Spain? No. Under Article 16 of Royal Decree 1055/2022 a producer placing less than 15 tonnes of packaging on the Spanish market uses a simplified information route. That is a reporting format, not an exemption from registration. Producer status and the RPP entry still have to be checked on their own. MITECO.

Does a Spanish scheme contract register me in the RPP? MITECO permits a representative or another authorised filer to act through the electronic power route. Scheme membership is not proof of the national registration. Confirm the RPP entry, obtain the ENV/ number, and keep the membership certificate that names the categories you declared. MITECO.

Does the yellow household container cover every packaging type? No. MITECO describes the yellow route as the common household collection for plastic packaging, cans and beverage cartons. Glass uses the green route and paper and cardboard the blue route. Commercial and industrial packaging follow their own collection arrangements, and those categories still need their own RPP fields and schemes. MITECO collection guidance.

Can one EU filing cover Spain? No. Keep a Spain file for packaging first placed there, with household, commercial or industrial category, RPP number and scheme certificate. A producer number from another Member State does not prove RPP, RII-AEE or RII-PyA compliance. PPWR.

For the authority, law and live country checks, use the Spain country page. The 27-country EPR overview shows how to keep one packaging ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
