How to register for EPR in Italy in 2026

Italian packaging, electrical equipment and batteries use separate routes. CONAI membership does not register the appliance or its cell.

Short answer: Work out who puts each product and its packaging on the Italian market, then open the route that belongs to that waste stream. Packaging generally runs through CONAI and its material consortia, or an approved autonomous system. An obligated electrical-equipment producer files in the national Registro AEE. An obligated battery producer files in the Registro Pile e Accumulatori. One CONAI membership does not register the appliance or the cell inside it. CONAI 2026 membership guide; Registro AEE; Chamber of Commerce battery guide.

Why Italy treats the box, the device and the cell as three jobs

A rechargeable lamp in a cardboard box with plastic cushioning is three Italian assessments, not one portal task. The box and cushioning are packaging. The lamp is electrical equipment. The rechargeable cell is a battery even when it is built in. The party who first supplies the pack in Italy can differ from the party who first supplies the equipment or the cell. Write the seller, Italian importer, brand, invoice flow, buyer type and first Italian sale date next to each stream, then stop copying the packaging conclusion onto AEE or batteries. CONAI: obligated packaging actors; AEE producer definition; battery producer definition.

CONAI currently lists steel, aluminium, paper, wood, plastic, compostable bioplastic and glass. For packaged-goods imports the declaration method differs from empty-packaging imports. Ordinary, simplified and small-business flat-rate methods sit in the 2026 guide. Periodic declarations are due by the 20th day of the following month. That calendar is a packaging clock. It does not tell you whether Registro AEE or the battery register is already open. CONAI: materials and services; CONAI: declaration and payment.

CONAI letter pasted into every marketplace field

Teams join CONAI, print a membership letter, and treat Italy as done. The lamp still needs an equipment filing if the company is the AEE producer. The cell still needs the battery register if the company first places that battery on the Italian market. A marketplace account, an accountant login or a packaging representative is not automatically the AEE or battery filing party.

The foreign-company nuance is easy to flatten. CONAI's current membership guide says foreign companies are generally not required to join, although they may, except where they place products on the Italian market through an e-commerce platform. Imported packaging can still carry the environmental contribution (Contributo Ambientale CONAI, CAC), with responsibility set by who places it on the Italian market and whether the contribution has already been paid. A foreign web shop, a marketplace seller and an Italian importer therefore should not share one-line registration advice. CONAI 2026 membership abstract; CONAI on imported packaging and CAC.

How to complete the Italian route

Treat CONAI or the autonomous packaging system, Registro AEE and the battery register as three files even when one service company hosts two of them. Registro AEE; Chamber battery guidance.

  1. Map the Italian sale: seller, platform, importer, buyer type and first market date.
  2. Split the SKU into packaging components, electrical equipment and any battery, including a cell built into the product.
  3. Confirm the CONAI or autonomous-system route and who pays the CAC for this sales channel.
  4. If the equipment or battery test applies, complete Registro AEE and the national battery register before placing those products on the Italian market.
  5. Prepare Italian environmental-labelling artwork for consumer packaging and keep the material-code basis.
  6. Store membership confirmations, Chamber numbers, mandates and quantity calculations with the SKU record.

Registro AEE states that producers must register electronically before operating in Italy. The definition includes certain sellers established outside Italy that sell electrical equipment at a distance directly to Italian households or other users. The competent Chamber of Commerce handles the registration. The resulting number is equipment evidence, not packaging coverage. Chamber guidance describes a written mandate for an Italy-established authorised representative and also a direct registration route for a foreign distance seller. Confirm which path applies to the actual company. Chamber of Commerce AEE guidance; Registro AEE foreign-producer manual.

The Chamber says a producer that first professionally places batteries or accumulators on the Italian market must register electronically before placing them on the market. Scope includes batteries built into equipment or vehicles and distance sales. If the producer has no Italian establishment and files through an Italy-based representative, the relevant Chamber is the one for the representative's office. Do not treat a battery inside a registered device as covered by the equipment number. Chamber battery guide, updated February 2026; Chamber guidance for foreign producers.

Checklist before the first Italian sale

Follow the six steps above in order. A Chamber number issued later does not repair a wrong CAC payer.

Double-check the e-commerce platform exception in CONAI's 2026 guide if you are a foreign seller, confirm labelling artwork matches the material codes you declare, and tie each register number to the same SKU split (pack, device, cell).

Registration and consumer labelling are different controls. CONAI's current PPWR guidance says Italian consumer packaging needs the material identification code under Decision 97/129/EC and separate-collection instructions. It states that the current Italian labelling format can be maintained through 11 August 2028, subject to later harmonised EU rules. Check detachable components one by one. Municipal collection practice can differ, so do not invent one national bin colour for every pack. CONAI on PPWR and Italian labelling; CONAI labelling tools.

Mistakes that break an Italian filing

People paste an importer's CONAI number onto a foreign seller's pack and stop. The 2026 guide still asks who places the packaged goods on the Italian market and whether the CAC has already been paid. If the sale runs through an e-commerce platform, the foreign-company exception in that guide can change the membership answer. Keep the platform name in the same record as the CAC payer.

A single SKU weight breaks all three streams. CONAI wants material-level packaging; the equipment and battery registers want their own categories and quantities. Outer box, insert, film, label, closure and shipping pack belong on the packaging line. Equipment category and battery category belong on two other lines. Reconcile units shipped to Italy against returns before you derive a declaration quantity. CONAI declaration methods.

Environmental labelling is not registration. Artwork with a material code does not open Registro AEE. An AEE number does not pay the CAC.

Common questions about Italy EPR registration

Does CONAI membership cover electrical equipment and batteries? No. CONAI and the material consortia, or an approved autonomous packaging system, address packaging only. An obligated electrical-equipment producer uses Registro AEE, and an obligated battery producer uses the national battery register, including for a cell built into a device, so keep those numbers in separate files. Registro AEE; Chamber battery guide.

Must every foreign web shop join CONAI? CONAI's 2026 membership guide says foreign companies are generally not required to join, although they may do so, except where they place products on the Italian market through an e-commerce platform. Imported packaging can still carry the environmental contribution (CAC). Record the platform, importer and contracting party, then take the route that matches that chain. CONAI 2026 guide.

Is a CONAI declaration exemption the same as having no packaging duty? No. CONAI describes a declaration rule, including small-business methods in the 2026 guide, that is not proof the company never has packaging obligations. Membership, the CAC payer and the declaration method are separate questions. Check the live 2026 guide before you skip a filing. CONAI declaration and payment.

Can one EU producer number replace the Italian filings? No. Italy issues its own packaging, equipment and battery evidence. A number from another Member State does not prove CONAI coverage, Registro AEE or battery registration. Use the Italian country file for goods first placed there. PPWR.

For the regulator picture and packaging sources, use the Italy country page. The 27-country EPR overview shows how to keep one product ledger while filing each market separately. The applicability test is the right first step if the producer role is still unclear.
