How to register for EPR in Germany in 2026

A packaged device with a battery can need three German registrations. Decide the producer and filing party for each stream.

Short answer: German extended producer responsibility has three separate routes: packaging in LUCID (ZSVR), electrical and electronic equipment with stiftung ear, and batteries with stiftung ear again. A cordless appliance in a cardboard box can therefore need one packaging registration and two ear registrations. Who counts as the producer, and who is allowed to file, can differ by stream. ZSVR packaging registration; stiftung ear producer overview.

Why one German SKU can need three files

Start with the product, not a portal. Packaging, equipment and batteries have different legal tests. Keep three lines in the product record: packaging component weights and types; equipment brand, type and mass; battery brand, category, chemistry and mass. Do not use the gross shipping weight as the reportable weight in every scheme. For a business that also sells non-electrical products, run this test per product line, not once for the company. LUCID packaging types; ear battery registration guide.

The packaging producer question is who first makes the empty packaging or packaged product available in Germany under the role that applies after 12 August 2026. The equipment question is who first offers the device in Germany by brand and equipment type. The battery question is who first makes the battery available by brand and category, including a cell built into the product. Those answers can name three different companies.

smbf.me can hold the component weights. It is not LUCID and it is not the ear-Portal.

LUCID first, appliance shipped second

Sellers often finish LUCID, paste the DE number into every marketplace field, and ship the appliance. Marketplaces that ask for packaging registration are not confirming WEEE or battery status. Stiftung ear says producers must be registered before selling applicable electrical and electronic equipment in Germany. A dual-system agreement does not finance those equipment duties. Producer role and equipment types.

Reusing one authorised representative for every German stream without checking who may file is the next gap. For packaging, a foreign company without a German branch that sells directly to German end users needs a ZSVR representative for defined duties, while the producer still makes its own LUCID registration. For WEEE and batteries, a producer without a German establishment cannot file the ear application itself. Those are separate written mandates, even if the same service company does both jobs. ZSVR representative procedure; foreign-company WEEE guide.

How to complete the three German registrations

Treat the streams in this order so a packaging file does not hide a missing ear number.

  1. Split the SKU into packaging, electrical equipment and battery decisions, with a responsible entity for each stream.
  2. Complete the producer's own LUCID registration and, where required, system participation for the packaging.
  3. Apply for WEEE registration with stiftung ear through the party that may file: the producer, or the ear authorised representative if there is no German establishment.
  4. Join an approved battery producer organisation (OfH) and file the separate battery registration with stiftung ear.
  5. Store LUCID, WEEE and battery numbers, mandates and quantity reports as three files.

For packaging, prepare company identification and tax details, packaging types, brands visible on the pack and the required declarations. Registration itself is free. If packaging is subject to system participation, conclude an agreement with a system operator and report the corresponding quantities in LUCID. Classify sales, grouped, transport, reusable and deposit-bearing packaging against ZSVR's current categories before choosing a box in the portal. Current ZSVR registration guide; ZSVR system participation.

For equipment, the application identifies the brand and equipment type. Household equipment may also require proof of a guarantee for future waste-management costs. If the producer has no German establishment, the representative uses its ear-Portal account, and stiftung ear must confirm the mandate before processing the registration. Retain the mandate, confirmation, registration decision and WEEE number against the correct brand and type. WEEE application guide.

For batteries, stiftung ear's current process covers portable, starting-lighting-ignition, light means of transport, electric-vehicle and industrial batteries. The application needs brand, battery category and chemical composition. The producer must participate in an approved OfH for each battery category and supply that organisation's number when applying. An OfH contract is a prerequisite, not a substitute for the ear decision. Official battery-registration steps.

After the numbers exist, the work continues: packaging volumes reconciled with the system operator, ear quantity reports, marking and take-back rules that depend on the equipment or battery category. Start each registration before the first applicable product is offered or made available, as each authority describes it.

Checklist before the first German offer

Work through the five registration steps above. A marketplace upload added later does not cure a missing stream.

Hold three folders ready: LUCID administrative act plus operator contract where participation applies, ear WEEE decision with brand and type, and ear battery decision with category and chemistry. Each folder needs the mandate that matches who actually filed.

Mistakes that mix the three German streams

Teams treat the LUCID PDF as a general German permit. Then an appliance ships without a WEEE number, or a sealed battery never receives its own ear decision. Keep the packaging administrative act, the WEEE decision and the battery decision in separate folders, each with the brand and type or category they cover.

Letting a packaging representative file the ear applications, or letting an ear representative open LUCID, crosses filing-party lines. ZSVR and stiftung ear describe different parties. A German-language written mandate for one statute does not automatically cover the other.

Weighing the parcel once and sending that figure to every scheme collapses three datasets. Packaging kilograms belong on the LUCID material rows. Equipment mass belongs to the WEEE category. Battery mass belongs to the battery category. Mixing them makes later quantity reports impossible to defend.

Common questions about German EPR registration

Can an agent open LUCID for the producer? ZSVR says LUCID registration is the producer's own duty, including where a packaging EPR representative handles the other packaging tasks. An employee may use the producer account. The representative mandate does not replace that registration act. ZSVR representative guidance.

Can one ear number cover electrical equipment and its battery? No. Stiftung ear runs separate WEEE and battery applications, with brand and equipment-type data on one side and brand, battery category and chemistry on the other. Keep the two decisions and the two numbers apart. ear registration overview.

Is a battery producer organisation enough on its own? No. OfH membership is a prerequisite for the relevant battery application. The registration decision still comes through stiftung ear. A contract without the ear decision does not complete the battery stream. Battery-registration guide.

Does a LUCID number let you sell an unregistered appliance in Germany? No. Holding a packaging registration does not authorise the sale of electrical equipment or a battery that still lacks its ear registration. Stiftung ear says producers must be registered before selling applicable equipment in Germany. Producer obligations.

For packaging materials and the national authority, use the Germany country page. Compare national packaging routes in the 27-country EPR guide. If it is still unclear whether any German stream applies, use the applicability test.
